Members of the Pembina Institute's Renewable Energy and Energy Efficiency team work out of our offices in both Ottawa and Toronto. We analyse and research Canadian energy policies and emerging technologies, and advocate for effective government and industry action to shift toward more renewable and efficient energy sources.
We frequently provide background and analysis for the news media, and we have earned a reputation as one of Canada's most trusted sources for non-partisan commentary on energy issues.

Tim Weis, M.Sc., P.Eng. — Director of Renewable Energy and Efficiency Policy
Tim Weis is a professional engineer and the Director of Renewable Energy and Efficiency Policy at the Pembina Institute. Tim has written numerous technical reports and development manuals on renewable energy and energy efficiency on issues at national, provincial and municipal levels as well as issues specific to First Nations’ and northern contexts. He has assisted more than 20 communities at various stages of development of renewable energy projects. Tim has also worked as a renewable energy consultant examining wind energy challenges in Northern communities. Tim is currently completing his PhD at the Université du Québec à Rimouski studying wind energy development in remote Canadian communities, and has a master's degree in mechanical engineering from the University of Alberta where he studied ice adhesion to wind turbine blades.
Cherise Burda, B.Ed., B.Sc., MA — Director of Pembina's Ontario Program
Cherise Burda joins Pembina after over fourteen years working on environmental policy and legislative solutions in British Columbia. Now in Ontario, Cherise directs research and implementation strategies for sustainable energy solutions in Ontario, including green supply options for the Ontario electricity sector and policy initiatives for urban sustainability. Cherise holds a B.Sc. in environmental science and an MA in environmental legislation and policy, as well as a B.Ed.
Cherise is co-author of Plugging Ontario Into A Green Future and has worked tirelessly to promote renewable and clean energy development in Ontario, including involvement in the Renewable is Doable campaign, and a supporting role in securing the Ontario Green Energy Act. Julia Kilpatrick, BA (Hons), MJ — Media Manager (English / français)
Julia Kilpatrick is Media Manager for the Pembina Institute, and Communications Lead for the Institute's climate change and renewable energy teams. Before joining the Pembina Institute, Julia worked as a news reporter, producer and feature writer for media outlets across Eastern Canada, including CBC Radio in Ottawa and the Montreal Gazette. As a journalist, Julia regularly covered environmental initiatives, green technology, government regulations and social justice. Julia holds a Master of Journalism from Carleton University and a Bachelor of Arts (Honours) in English literature and environmental studies from the University of Ottawa.
Dave Kalbfleisch, BMath — Web Architect and Communications Officer
Dave Kalbfleisch works in Pembina's Communications group where he helps deliver Pembina's messages on the web. He develops and maintains Pembina's websites and web applications. Dave also consults with other not-for-profit societies in Alberta and internationally.
Dave got his start in the corporate world where he assisted fortune 500 companies develop custom business applications. And he spent several years as Director of Product Development for a Toronto-based software company, before moving to Alberta in 2004.
Dave holds a Bachelor of Mathematics from the University of Waterloo.
